Facility did not have adequate capacity to contain all process-generated waste plus runoff from a 25-year, 2-hour storm event, which is a violation of its permit. The facility must 1) immediately take all necessary measures to prevent any discharge of animal manure to waters of the U.S.; 2) initiate a weekly visual inspection program to determine if any discharges are occurring; and 3) arrange for a meeting with EPA to show cause why facility has not complied with its permit.
