Summary

A storm water compliance inspection was conducted at the construction site of the Jerry S. Rawls Red Raider Golf Course in Lubbock, TX, on December 12, 2002, by EPA. This site is owned by the Texas Tech University System, who had made timely application for coverage under the General Permit for Storm Water Discharges From Construction Activities. The general contractor for the site was Golf Works, Inc., who had also made timely application for permit coverage. The inspection included a review of the Storm Water Pollution Prevention Plan (SWPPP) and a site inspection. Deficiencies noted included the site map had not been updated to include construction of the Service/Maintenance Building, and equipment and borrow storage areas were not noted; site inspections were not being conducted and documented in accordance with permit requirement. The site inspection showed there was sediment leaving the site due to unstablized entrances. An administrative order was drafted to address these violations.
