The city of Harlingen, a municpality. Owns and operates a wastewater treatment plant and was issued a TPDES Permit authorizing its discharges. The city of Harlingen has exceeded its permitted limits for CBOD, COD, TSS, and Color and the EPA has issued an Administrative Order to the city asking addressing the violations and asking for information regarding bringing the facility back into compliance.
