Summary

Violation of RCRA Air Emission Subpart BB requirements-monitoring of air emissions for leaks; also compliance with RCRA tank standards for ancilliary equipment associated with HW storage tank. Company on a compliance schedule to comply with Air Emission requirements and tank standards. Company failed to monitor equipment for air emissons, identify equipment that has to be monitored, and keep the list of equipment in facility records. Also, company failed to do integrety testing of ancilliary equipment associated with its hazardous waste storage tank. Company required to comply with the above requirements. It should be noted that this case was part of a national settlement involving 4 regions and 14 facilities. Region 5 had previously issued an administrative complaint against Ford at one of its facilities. Ford then indicated that all its other facilities involved in painting vehicles were in violation. All these facilities were inspected and the violations confirmed. Instead of issuing administrative complaints against these facilities, it was decided to go right to settlement. The total penalty for all the facilities was $240,000.
