Respondent is a small neighborhood association operating a septic system and leach field for a RV's and mobile homes. A neighbor to the association observed discharges from the leach field into the storm drainage system that goes to the Rio Grande River. Respondent is being ordered to fix the leach field so that is does not overflow and discharge pollutants to waters of the United States.
