A citizen's compliant was received on October 21, 2002, regarding the lack of best management practices (BMPs) at a construction site located five (5) miles south of Rome, TX, on US Hwy 287 in Wise County. The lack of erosion controls was causing the siltation of an unnamed tributary to the Trinity River. An investigation into the complaint revealed permit coverage under the General Permit for Storm Water Discharges From Construction Activities had not been applied for by Jackson-Shaw Company. An administrative order was drafted to address the violations.
