Pennzoil-Quaker State made modifications to its wastewater treatment system at the refinery, triggering the requirements of 40 CFR Part 60, Subpart QQQ, but failed to install the controls necessary to capture VOC emissions from the wastewater treatment system. These controls will now be installed by the current owner, Ergon-Lov, Inc.
Installation of QQQ Controls to be done by current owner, Ergon-WV, under an administrative comnpliance order now being negotiated. Also, Ergon will pay a penalty under an admin. penalty order now being negotiated. Emission reduction will be noted and credited on the CCDS for those order
