This is an Adminstrative Compliance Order pursuant to CWA Section 311(c) issued to Respondents, Clean Earth, Inc. and Solid Builders. The violation involves a threat of a discharge of oil to waters of the United States. The Order directs Respondents to remove all discharged oil and grossly contaminated oil from the site. All sources of oil discharges are required to be secured and all appropriate measures taken to prevent further discharge. Immediate removal as well as submission of a workplan is required.
