This expedited consent agreement and final order is issued Public Service Company of Colorado - Valmont Station for the unlawful discharge of one gallon of oil into a hot water canal to Hillcrest Reservoir. Respondent also admits that it failed to prepare and implement a Spill Prevention Control and Countermeasures Plan for the Valmont Station.
