Respondent and/or individuals acting on its behalf discharged fill material as those terms are defined at � 502 of the Act, 33 U.S.C. � 1362, and 40 C.F.R. � 232.2 by means of heavy equipment (e.g., earthmoving equipment) into approximately 1,500 feet of La Cueva Arroyo and 600 feet of El Camino Arroyo (jurisdictional waters of the U.S.) located between Eagle Rock Avenue and Interstate Highway 25 at 35 degrees, 11.5' N latitude and 106 degrees 33.5' W longitude, within the city of Albuquerque, Bernalillo County, New Mexico.
