Summary

EPA finds that the Las Carolinas Wastewater Treatment Plant (WWTP) is unable to meet the water quality based effluent limits set out in its NPDES permit and that PRASA is not maintaning and operating the facility adequately. This Administrative Order (AO) requires PRASA to provide a complete and definitive report addressing the violations described in the FINDINGS OF VIOLATIONS. Said report is to include the cause for the violation and a plan including appropriate milestones (a schedule with dates) and associated costs to bring the listed items into compliance with the permit conditions by the earliest practicable time. Such report shall detail the effort PRASA has taken to correct the deficiencies found by EPA at the Las Carolinas WWTP, the facilities or equipments needed to be installed, or operational measures implemented on an interim basis to correct deficiencies, in order to meet the permit effluent limits including any appropriate PRASA action to implement and enforce pretreatment requirements, where necessary.
