Respondent operates a municipal wastewater treatment plant for the Village of Pecos. An NPDES storm water inspection in March 2002 found the facility to be in significant non-compliance. Violations included numerous effluent violations (pH, BOD, Fecal, TSS), inadequate staffing, and operation/maintenance deficiencies. Effluent violations were cited from April 1998 through December 2002. The inspection found environmental impacts from the discharges in the Pecos River.
