## Summary

Consent Agreement and Consent Order for Compliance issued 4/29/2003.  The Utility discharged untreated wastewater containing pollutants to  Waters of the United States  without the authorization of an NPDES permit. The Utility, however, alleges that there is no evidence of any damage tothe receiving stream caused by these violations were not intentional or willful, and that the Utility has acted in good faith and in a cooperative manner.  The Utility consents to the programs set forth below in an effort to decrease the likelihood of any future violations.
