EPA has determined the proposed penalty of $137,500 against the Puerto Rico Aqueduct and Sewer Authority concerning the Yabucoa Wastewater Treatment Plant for the unlawful discharge of untreated or partially treated sewage (wastewater bypasses) into the Sanitago Channel, a water of the United States, and for failure to provide proper operation and maintenance to the plant, all against the NPDES permit. The violations taken in the Complaint occurred within the period of January 2000 and June 10, 2002.
