EPA issued a general permit, effective 8/16/2003, for facilities in Colorado and Indian country that generate, treat, and/or use or dispose of sewage sludge by land application , landfill and surface disposal. This administrative order for compliance is issued to the Town of Berthoud for failure to apply for coverage under the permit.
