EPA issued a general permit, effective 8/16/2002, for facilities in Colorado and Indian country that generate, treat, and/or use or dispose of sewage sludge by land application, landfill, and surface disposal. This administrative order for compliance is issued to the City of Aurora for failure to apply for coverage under the general permit.
