EPA issued a general permit, effective 8/16/2002, for facilities in Colorado and Indian country that generate, treat, and/or use or dispose of sewage sludge by land application, landfill, and surface disposal. The administrative order is issued to Cortez Sanitation District for failure to apply for coverage under this general permit.
