EPA issued a general permit, effective on 8/16/2002, for facilities in Colorado and Indian country that generate, treat, and/or use or dispose of sewage sludge by land application, landfill, and surface disposal. The administrative order for compliance is issued to West Glenwood Springs Sanitation District for failure to apply for coverage under this general permit.
