EPA issued a general permit, effective 8/16/2002, for facilities in Montana and Indian county which generate, treat, and/or use or dispose of sewage sludge by land application, landfill, or surface disposal. This administrative order is issued to the City of Libby for failure to apply for coverage under this permit.
