EPA issued a general permit, effective 8/16/2002, for facilities in Montana and Indian country which generate, treat, and/or use or dispose of sewage sludge by land application, landfill, or surface disposal. This administrative order for compliance is issued to the City of Livingston for failure to apply for coverage under this general permit.
