Tektoniks Corporation, the Respondent, engaged as a transporter of PCBs and did not have an EPA identification number obtained in accordance with 40 C.F.R. Part 761, Subpart K, and had not notified EPA of the PCB transportation activity by filing EPA Form 7710-53 with EPA prior to engaging in the activity. Further, Respondent did not obtain the signature of the generator on Manifest No. 01002 in accordance with 40 C.F.R. Part 761, Subpart K. (EPA first talked with Respondent on 8-22-2002 and attempted many times after to contact Respondent. Respondent failed to respond to EPA and comply with regulations.)
