EPA issued a general permit, effective 8/16/2002, for facilities in Montana and Indian country that generate, treat and/or use or dispose of sewage sludge by land application, landfill and surface disposal. This adminstrative order is issued to the City of Missoula for failure to apply for coverage under this general permit.
