Respondent owns a residential property adjacent to a former manufacturing facility. The soil at the residential property is contaminated with mercury but respondent has denied access to EPA and to the PRP that is performing the remedial action, preventing EPA and the PRP from completing the remedial action. The order issued to respondent requires him to provide access to EPA and the performing PRP so that the contaminated soil can be removed from the property and the property restored to pre-construction conditions.
