Summary

Ispat Inland Steel Company approached EPA to allow the company to begin actual construction on their No. 7 Blast Furnace. Ispat had submitted a PSD permit application for a new stove. The permit has not been issued, as yet. Ispat wanted to attach ductwork into their blast furnace, during an unpredicted outage. The other end of the ductwork will eventually be attached to the new stove, once the PSD permit is issued by the State. The unpredicted outage was caused by the deterioration of the No. 7 Blast Furnace refractory brick. The facility wanted to also do a reline of their refractory brick. EPA made the determination that this reline was subject to PSD. The environmentally beneficial projects was required due to the begin actual construction for both projects.
