Respondent is an oil and gas operator in the Gulf of Mexico with an NPDES Outer Continental Shelf General Permit for their offshore platforms. Respondent failed to have all lease areas and blocks permitted at all times and failed to properly report all required parameters on discharge monitoring reports or no discharge listings . The violations were found as part of a 5 year review of the NDPES compliance file.
