NOD issued 6/5/2003. Respondent failed to file EPCRA sections 311 & 312 reports for 53 chemicals for the years 1996, 1997, and 1998 (a total of 159 violations). Each plant failed to report basically the same chemicals: Liquid Asphalt, #2 Diesel Fuel, Hot Mix Asphalt and #4 Heating Fuel.
