Respondent has violated the requirements of the National Perchloroethylene Air Emission Standards for Dry Cleaning Facilities (Perc dry cleaning regulations), found at 40 CFR Part 63, Subpart M, under Sections 323(A)(1), 323((a)(2), 324(d) and 324(d)(5).
