Oklahoma Beef, Inc. (OKG010187), Stillwater, Oklahoma: At all times relevent to this Order, Respondent, Tim Stidham owned or operated a feed operation, located at S.E. 1/4 of Section 21, T 19 North, R 1 East lying south of State highway 51, in Payne County, Oklahoma, with a mailing address of 10908 W.  Hwy 51-C, Stillwater, Oklahoma 74074.  The facility is an ï¿½animal feeding operationï¿½ where animals are stabled or confined, and fed or maintained at the facility for a total of 45 days or more in any 12 month period; and, crops, vegetation forage growth, or post-harvest  residues are not sustained in the normal growing season over any portion of the lot or facility.  The facility stables 740 cattle for a total of 45 days or more in any 12 month period.  Therefore, this facility constitutes a large ï¿½Concentrated Animal Feeding Operationï¿½ (CAFO).  On October 1, 2002, the Oklahoma Department of Agriculture, Food, and Forestry conducted an on-site inspection of this facility, on behalf of EPA.  The inspection reported prairie dog dens, ant mounds, and small willow trees growing in the waste lagoonï¿½s berm.  Physical characteristics weakening the integrate of the containment structure.  Unsatisfactory to the permitï¿½s requirements.  This Order requires the facility to submit to EPA documentation of tree removal and repairs made to the berms.
