Respondent is an offshore oil and gas extraction operator in the outer continental shelf of the western portion of the Gulf of Mexico. A Clean Water Act NPDES file review was performed for its discharge permit and Respondent was found to be discharging without a permit. Respondent is being ordered to get a permit for the unpermitted facility.
