The City of Hugo, OK has failed to adequately respond to the repeated citations of unsatisfactory findingswhich have been noted in inspection reports of the municipal wastewater treatment plant. The city has failed to sample for Toxicity as required by the NPDES permit. The city has failed to meet the scheduled July 1, 2001 due date to begin Phase II Construction as required by a previous Administrative Order.
