## Abstract

This final rule revises and updates requirements in several Environmental Protection Agency (EPA) regulations governing grants to State, interstate and local government agencies under several environmental programs. The regulation advances ongoing efforts to build more effective State-EPA partnerships and to improve environmental conditions by providing States with increased flexibility to direct resources where they are needed most to address environmental and public health needs. This regulation updates, clarifies, and streamlines requirements governing environmental program grants and establishes requirements for the Performance Partnership Grant (PPG) program. The rule includes results-oriented approaches to planning and managing environmental programs. It also establishes requirements for grant programs that began after the original 40 CFR part 35, subpart A was published. (A regulation governing environmental program grants to Indian Tribes and Tribal Consortia will be published shortly in an upcoming issue of the Federal Register.)
