## Abstract

EPA is approving a State Implementation Plan (SIP) revision submitted by the state of Missouri. This revision pertains to excess emissions emitted during start-up, shutdown, and malfunction conditions and the affirmative defenses available to sources. This revision updates the existing state rule to be consistent with EPA guidance. This revision will ensure consistency between the state and Federally- approved rules, and ensure Federal enforceability of the state's revised rule.
