## Abstract

This document corrects an error in the preamble language of a final rule pertaining to the full approval of the District of Columbia's title V operating permit program. EPA is hereby correcting a statement in the preamble to the final rule concerning its proposed interpretation of the term "modifications" under Title I of the Clean Air Act.
