## Abstract

EPA is taking direct final action to approve a revision to the Monterey Bay Unified Air Pollution Control District (MBUAPCD) portion of the California State Implementation Plan (SIP). This revision concerns the emission of volatile organic compounds (VOC) from the transfer of gasoline into stationary storage containers and from gasoline bulk plants and terminals. We are approving local rules that regulates this emission source under the Clean Air Act as amended in 1990 (CAA or the Act).
