## Abstract

EPA is finalizing a conditional approval of revisions to the South Coast Air Quality Management District portion of the California State Implementation Plan (SIP). This action was proposed in the Federal Register on May 13, 2002 and concerns oxides of nitrogen (NO<INF>X</INF>) and oxides of sulfur (SO<INF>X</INF>) emissions from facilities emitting 4 tons or more per year of NO<INF>X</INF> and/or SO<INF>X</INF> in the year 1990 or any subsequent year. Under authority of the Clean Air Act as amended in 1990 (CAA or the Act), this action approves local rules that regulate these emission sources and directs California to correct rule deficiencies.
