## Abstract

EPA is finalizing a limited approval and limited disapproval of revisions to the Antelope Valley Air Quality Management District's (AVAQMD) portion of the California State Implementation Plan (SIP). This action was proposed in the Federal Register on June 21, 2004 and concerns volatile organic compound (VOC) emissions from architectural coatings. Under authority of the Clean Air Act as amended in 1990 (CAA or the Act), this action approves a local rule that regulates these emission sources.
