## Abstract

EPA is taking direct final action to approve a section 111(d)/ 129 negative declaration submitted by the Pennsylvania Department of Environmental Protection (PADEP). The negative declaration certifies that small municipal waste combustion (MWC) units, subject to the requirements of sections 111(d) and 129 of the Clean Air Act (the Act), do not exist within its air pollution control jurisdiction, excluding the jurisdictions of the Health Departments (air pollution control agencies) in Allegheny and Philadelphia counties.
