## Abstract

This document approves the change to the start date of flow control from 2006 to 2005 in the Ohio Oxides of Nitrogen (NO<INF>X</INF>) State Implementation Plan (SIP) Call rule in the Ohio Administrative Code (OAC). Flow control is a limitation on the use of banked allowances for compliance with the requirement to hold allowances which cover emissions from affected units. The limitation would apply in the second year of operation of the budget trading program. EPA is approving the change in the flow control date submitted by Ohio.
