## Abstract

EPA is approving a State Implementation Plan (SIP) revision submitted by the State of Delaware. This revision amends Delaware's regulation that establishes controls for nitrogen oxides (NO<INF>X</INF>) emissions from industrial boilers and process heaters at petroleum refineries. The revision is a NO<INF>X</INF> emission limit for the fluid catalytic cracking unit carbon monoxide (CO) boiler at the Delaware City Refinery to provide for a facility-wide NOx emission cap compliance alternative. EPA is approving this SIP revision in accordance with the requirements of the Clean Air Act (CAA).
