## Abstract

The Environmental Protection Agency (EPA) is taking direct final action to approve revisions to the Commonwealth of Pennsylvania's (Pennsylvania) State Implementation Plan (SIP). The revisions consist of an update to the SIP-approved Motor Vehicle Emissions Budgets (MVEBs) for nitrogen oxides (NO<INF>X</INF>) for the 1997 Eight-Hour Ozone National Ambient Air Quality Standard (NAAQS) SIP for Berks County (Reading Maintenance Area). The SIP revision also includes updated point and area source inventories for NO<INF>X</INF>. This rulemaking action proposes to approve the updated MVEBs and thereby make them available for transportation conformity purposes. EPA is approving these revisions to the MVEBs and point and area source inventories in accordance with the requirements of the Clean Air Act (CAA).
