## Abstract

Due to receipt of adverse comment, the Environmental Protection Agency (EPA) is withdrawing the direct final rule to approve revisions to the District of Columbia state implementation plan (SIP) pertaining to the infrastructure requirement for interstate transport of pollution with respect to the 2010 1-hour sulfur dioxide (SO<INF>2</INF>) national ambient air quality standards (NAAQS). In the direct final rule published on Wednesday, October 18, 2017 (82 FR 48439), EPA stated that if we received adverse comment by November 17, 2017, the rule would be withdrawn and not take effect. EPA subsequently received adverse comment. EPA will address the comments received in a subsequent final rulemaking action based upon the proposed action, also published on Wednesday, October 18, 2017 (82 FR 48472). EPA will not institute a second comment period on this action.
