## Abstract

This final action approves the State Implementation Plan (SIP) submitted by the state of Nebraska. The state's revision includes the creation of a Class II operating permit program, part D (nonattainment) new source review (NSR) rule changes, SO<INF>2 rule corrections, and the use of enhanced monitoring. The creation of a Class II operating permit program enables Nebraska to have a Federally enforceable program for sources not covered by the requirements for major title V sources under the Clean Air Act Amendments (CAAA) of 1990 and part 70 of the Code of Federal Regulations.
