## Abstract

The United States Environmental Protection Agency (USEPA) is approving a request from Illinois, for a State Implementation Plan (SIP) revision for the Chicago ozone nonattainment area, which demonstrates how mobile source emissions will continue to decline over the years and not increase. In addition, Illinois has implemented 127 transportation control measures (TCMs) for a total reduction of more than two tons per day of volatile organic compounds. Two public comment letters were received which are addressed in this rulemaking. This rulemaking action approves, in final, the first two requirements of the vehicle miles traveled (VMT) Offset SIP revision request and the associated TCMs for Chicago, Illinois as requested by Illinois.
