## Abstract

In this action, the Environmental Protection Agency (EPA) is announcing partial approval and partial disapproval of the State Implementation Plan submitted by the State of New York for the purpose of meeting the requirement to submit the Clean Fuel Fleet program (CFFP) or a substitute program that meets the requirements of the Clean Air Act. EPA is approving the State's plans for implementing a substitute program to opt out of the light duty vehicle portion of the CFFP and disapproving the State's commitment to adopt a CFFP for heavy duty vehicles at a future date.
