## Abstract

This action revises the ``Approval of State Programs and Delegation of Federal Authorities'' (subpart E). The amendments are being made to clarify regulatory text, reduce administrative burden and provide more flexibility to States using this rulemaking. Additionally, today's action does not have any environmental impact. As a result, the Agency does not anticipate receiving adverse comments. Consequently, the amendments are being issued as a direct final rule.
