## Abstract

The EPA is promulgating full approval of the Operating Permits Program submitted by the State of Tennessee on behalf of the Metropolitan Health Department (``Nashville-Davidson County'' or ``the County''), located in the geographic area of Nashville-Davidson County. The County's program was submitted for the purpose of complying with Federal requirements which mandate that states or local authorities develop, and submit to EPA, programs for issuing operating permits to all major stationary sources, and to certain other sources.
