## Abstract

The Environmental Protection Agency (EPA) is today removing from the Code of Federal Regulations (CFR) rules pertaining to the oil and hazardous substances discharge program promulgated under the Clean Water Act (``CWA'') which apply only to violations that occurred prior to enactment of the Oil Pollution Act of 1990 (``OPA''). Because EPA is unaware of any on-going penalty actions for pre-OPA violations, it is deleting these rules from the CFR.
