## Abstract

EPA is approving a State Implementation Plan (SIP) revision submitted by the Commonwealth of Pennsylvania. This revision establishes and requires reasonably available control technology (RACT) for R. R. Donnelley & Sons Company--East Plant, and approves a 1990 baseyear VOC emissions change for the facility. The intended effect of this action is to approve a source-specific determination made by the Commonwealth which establishes and imposes RACT requirements in accordance with the Clean Air Act (CAA). This action is being taken under section 110 of the CAA.
