## Abstract

EPA is approving a State Implementation Plan (SIP) revision submitted by the Commonwealth of Pennsylvania. The revision consists of Pennsylvania's rule for General Conformity which sets forth policy, criteria, and procedures for demonstrating and assuring conformity of non-transportation related Federal projects to all applicable implementation plans. The intended effect of this action is to approve Pennsylvania's General Conformity Rule as a SIP revision.
