## Abstract

EPA is approving the 111(d) plan for Kraft pulp mills submitted by the Commonwealth of Virginia. The plan requires the control of total reduced sulfur (TRS) emissions from existing Kraft pulp mills. The Virginia plan establishes emission limits for existing Kraft pulp mills, and provides for the implementation and enforcement of those limits. The intended effect of this action is to approve the plan which was submitted in accordance with the Clean Air Act (the Act).
